US$108 Million Ambulance Scandal hangs around Akufo-Addo’s neck
A significant scandal involving inflated ambulance procurement costs has come to light, implicating high-profile figures including President Nana Akufo-Addo, his daughter’s business partners, and former Minister of Special Development Initiatives, Hawa Koomson.
According to an in-depth parliamentary investigation led by North Tongu MP, Samuel Okudzeto Ablakwa, the procurement of 307 ambulances between 2019 and 2020 was grossly inflated from an estimated US$24.5 million to US$54.3 million. This discrepancy means a staggering US$29.7 million may have been misappropriated.
The probe reveals that the same network behind the controversial US$34.9 million ambulance spare parts deal was responsible for this procurement.
The implicated individuals include Stephen Okoro, known for his ties with President Akufo-Addo’s family, and Hawa Koomson, who reportedly approved the inflated contract.
According to the Auditor-General’s Performance Audit, the 307 ambulances, priced at YD$80,000 each, should have cost about US$24.56 million. The actual expenditure of US$54.3 million suggests an alarming overcharge of US$29.74 million.
Even with an estimated 10% insurance premium per vehicle, the inflated cost would still be US$27.28 million, exceeding the real cost significantly.
The investigation further discloses that the procurement involved eight companies, many of which were established shortly before Akufo-Addo’s presidency.
Notable companies include Elok Consult and Services Limited, BEFT Engineering Works Limited, and Bluemix Company Limited, all of which received substantial payments despite questionable experience in ambulance importation.
Payments to these companies totaled GH¢115 million for maintenance and additional payments, raising the total suspected fraudulent amount to approximately US$108 million.
This includes further payments of US$10 million earlier this year and an upcoming US$24.9 million.
Samuel Okudzeto Ablakwa has called for a forensic audit to address the disparities in payments and ensure accountability.
He has promised to update his petition to the Special Prosecutor and is determined to pursue justice for the misuse of public funds.
As investigations continue, the scandal highlights significant concerns over corruption and financial mismanagement within the government.
The anticipated prosecution in 2025 aims to address these issues and ensure that those responsible are held accountable.
