A-G’s Defence Ministry document alien – Jakpa

A document tendered in evidence by Godfred Yeboah Dame, Attorney-General and Minister for Justice, reveals that Richard Jakpa, third accused (A3) in the ambulance trial, was released from the Ghana Armed Forces (GAF) for owing several people and institutions.

According to the Exhibits B1 and B2, Jakpa was financially stressed to a point that he couldn’t pay his debtors and for which the RCCE Regeament had to deduct US$300 from his salary.

The Exhibit B2 read by Mr. Jakpa on the orders of the court during the cross-examination by Mr. Dame’s deputy, Alfred Tuah Yeboah yesterday, A3 had failed his promotional examinations putting him two steps behind his batch.

Per the document sourced to the Ministry of Defence and authored by Brigadier-General M. K. Aheniaglo for the Chief of Defence Staff Joseph Boateng Danquah, A3 was released for service unsatisfactory and misconduct.

Furthermore, A3 service with the colours was unsatisfactory marked with insubordination to his superiors and commanders.

A3 who was at the rank of lieutenant is a bad example by all standards and his conduct is shameful and regrettable.

Accordingly, Lt R. Jakpa was released from the Army for service unsatisfactory and inefficiency but A3 said the document is alien and not addressed to him.

He denied the authenticity of the document and indicated that before GAF release service personnel or terminate his/her service, he/she will be notified and a clause of the law to that effect would bs quoted.

A3 told the court that he was released for service not longer need and lack of interest, per the law quoted by the CDS Danquah.

He said this done so as the service personnel knows the reason for his release and depending on the title, the personnel is paid all of his or her entitlements.

According to him, he was honourably released from the Army with all his entitlements and benefits.
